Crown provides Program Support Services to the Command & Control Communications (C3) Program Management Office (PMO). The PMO was established to encompass all FAA command and control communications systems and to consolidate the various FAA command and control communications development projects under one program. These programs enable the FAA to provide communications services that meet the requirements for connectivity, redundancy, inter-agency interoperability, restorability, and hardness needed to support routine and emergency operations.

The C3 PMO provides Emergency Response and Continuity to Facilities including the Washington Operations Center Complex, Emergency Operations Center, Primary Alternate Facility, and the Communications Support Team. These facilities and associated capabilities allow the PMO to provide Emergency Communications using Very High Frequency (VHF) radio infrastructure, High Frequency Radio System, Fixed and portable Satellite Telephone Systems, voice and data over satellite, and Digital Microwave Communications Networks.
